Don't the high staffing turn over puzzle you? One thing I know for sure is that many staff are not properly trained and just get promoted in their position without the right education and training. I am sure a lot of human services jobs suffer from that. They know who they are. and they are the one that makes the company looks so bad. they gossip, pretend to be professionals but extremely undermining.
