How is it that in this store, we cannot buy fruit ...

How is it that in this store, we cannot buy fruit / vegetables and dairy products with meal vouchers? Knowing that having contacted the Ticket Restaurants brand they confirmed to me that these products must be able to be purchased with the tickets.
