I visited the pool with my nieces, who are 6 & 4, ...

I visited the pool with my nieces, who are 6 & 4, and didn't have a good experience. The lifeguards did not allow the 6 year old to use a noodle or one of the floating boards. I asked what she was supposed to use while swimming in the deeper pool and the lifeguard shrugged his shoulders and said "I don't know".
