Have lodged repeated noise complaints about a neighbour who works on his boat every Sunday, and sometimes more frequently. This has been going on for years. The 'process' is to call, lodge the complaint, receive a number, then call back 30 minutes later after which they are supposed to take action. Today (fairly typical), the first 3 attempts to call were cut off. The call back after 30 minutes kept on hold for 15 minutes before being cut off again. Why do we even pay rates - these people (the managers particularly) should not have paid jobs as they add no value.
