Ordered a package from Amazon, this was supposedly...

Ordered a package from Amazon, this was supposedly delivered to me at 12:20, I saw the driver in front of our block at around 13:05. He neither rang the bell nor gave a lease, let alone my package. Do the drivers insert the packages themselves because they can now sign them themselves and claim that they have delivered? Or is the package simply placed in front of the house and everyone can take it with them?
