One reason, people visit Goa is to enjoy sea breeze, sea view, water sports, delicious foods, peaceful environment, at least away from the cacophony of city, relaxed environment and beautiful sunset, then you should plan to be in South Goa. If you do some basic calculations of expenses, than you might find staying in a resort is a better preposition.
The beach are generally managed by the resort, so you get access to a kind of private beach, where you will NOT find crowd, in fact, this is a place, where you would find the tranquility that perhaps you were longing for. Except the occupants of the resort, you may not find any one . This gives you assurance that you can sun bath with what ever clothes you are comfortable in, without getting oogled and disturbed.
This also gives you assurance that the beach will not have litters and the view that you actually wanted is guaranteed. You are also going to see water sports activities, ordered by a govt approved agency. Since such resorts generally have occupants who can afford to avail these services, the agency , in its own interest, make sure to camp by the sea, to provide the water sports.
Now some mathematics of money, if you stay some where at run of the mill kind of hotel, say Rs 2000 per night, then you are going to be living again in the cacophony. If you are a taste fulfil person, then you might hire a cab and come to spend time on this kind of beach, then you spend around Rs 2000 on the rentals, now after you get wet in the ocean, and then go back to your hotel, through the cab, you are going to mistreat your entire body and it would have sea salt stuck all over the body, and immediately after the water dries up, which it will in a few minutes, the saltiness will start pinching the skin. You didn't the time in cab travel to save money, but holistically, you end up spending more.
Enjoy Goa, it is beautiful place, respect locals , they are very hospitable and don't litter... Make sure you leave the place as nice as you found it to be.
