Terrible, no one ever answers the phone, or returns calls! And the whole permit process is ridiculous. You apply for a permit months in advance and then receive no information about when you will know if you get approved, if you are actually able to reach someone they won t know when to expect this email either, but if you are lucky enough to receive an email months after applying you will have between 24-48hrs to respond with payment, or else your out of luck.
Whenever I've gone to pick up a parking permit they've been fast and had it ready to go. They're also really helpful with answering any parking related questions you might have. On the second floor is the citation review office where you can go to contest any parking tickets you receive. However the hours of operation are limited and it's much easier to contest it on line.

They never pick up the phone. Like I let it rang for an hour and they just didn't pick up.
