This really has just about everything you need. It's like a fancier, indoor version, or Naarantul market. Head straight to the 6th floor if you're looking for tourist stuff. Just below that is a cinema. This building has been an Ulaanbatar institution and includes a grocery store, food court, ice cream shops and a flower shop. The State Department store literally has it all and is really centrally located.

It is an all-around place where you can solve everything at once in UB.
There is a currency exchange and a supermarket on the ground floor, so it's really easy to buy what you need.
