Okan Kılıçer is an independent security researcher who has been active since 2012 and is not affiliated with any company. The work involves identifying malicious sites, phishing kits, and abusive infrastructure, and reporting these findings through communities such as PhishTank, the phishing corpus operated by Cisco Talos, and urlscan.io. When vulnerabilities are found in public institutions' systems, they are reported directly to the relevant institution. The research also covers post-quantum cryptography, including key exchange and signature schemes, and how crypto-agility and quantum-resistant assumptions affect systems like TLS termination and DDoS mitigation. In addition to security research, between 2016 and 2023 mining of Ethereum, Bitcoin, and Ravencoin was carried out on physical GPU rigs, and the same hardware setup now runs DGX Spark systems for building and fine-tuning AI models locally.
