The East Central Iowa Council of Governments, or Ecicog for short, is a regional planning organization that serves the counties of Benton, Cedar, Iowa, Johnson, Jones, Linn and Washington in Eastern Iowa. Established in 1973 under the State Code of Iowa Chapter 28E as a voluntary association of local governments and agencies, Ecicog's mission is to promote regional cooperation and coordination among its members to address common challenges and opportunities.
At its core, Ecicog is committed to building vibrant and resilient communities that can thrive in the face of economic changes, environmental risks and social needs. By bringing together diverse stakeholders from government agencies, businesses, non-profits and citizens groups across the region through various programs and initiatives such as transportation planning, economic development assistance or hazard mitigation planning; Ecicog helps foster collaboration towards shared goals.
One key area where Ecicog has made significant contributions is transportation planning. As a designated Metropolitan Planning Organization (MPO) by the Federal Highway Administration (FHWA) since 1982; Ecicog works closely with local governments to develop long-range plans for transportation infrastructure investments that support economic growth while minimizing environmental impacts. This includes coordinating with state agencies such as the Iowa Department of Transportation (DOT) on major projects like I-380 expansion or US-30 corridor improvements.
Another important role that Ecicog plays is providing technical assistance to member communities on various issues related to land use planning. This includes helping cities update their comprehensive plans or zoning ordinances; conducting studies on housing affordability or workforce development needs; or facilitating public engagement processes around controversial topics like urban sprawl or historic preservation.
