I have been a customer of the Audit commission for several years now and I can honestly say that their services are average. They have helped me with my accounting needs and provided me with well-documented reports. However, I feel that their customer service could be improved as sometimes it takes ages to get a response from them. Overall, I would rate them as average.

The Audit Commission: A Comprehensive Overview

The Audit Commission was a public corporation that operated independently between 1983 and 2015. Its primary function was to audit local authorities, NHS bodies, and other public sector organizations in England. However, in April 2015, the Audit Commission was replaced by several new entities such as Public Sector Audit Appointments Ltd (PSAA), National Audit Office (NAO), Financial Reporting Council (FRC), and Cabinet Office.

The closure of the Audit Commission marked a significant change in the way local authorities were audited. The new local audit framework came into effect from April 1st, 2015. This framework aimed to provide more flexibility for local authorities while ensuring that they remained accountable for their financial management.

Despite its closure, the legacy of the Audit Commission lives on through its contributions to improving public sector accountability and transparency. In this article, we will delve deeper into what made the Audit Commission an essential institution in England's public sector landscape.

History of The Audit Commission

The origins of the Audit Commission can be traced back to a report published by Sir Derek Rayner in 1982 titled "Streamlining The Cities." This report recommended that there should be an independent body responsible for auditing local government finances.

Following this recommendation, Parliament passed legislation establishing the Audit Commission as an independent corporation on April 1st, 1983. The commission's primary objective was to promote economy efficiency and effectiveness in local government services through auditing.

Over time, the commission expanded its remit beyond just auditing financial statements. It began conducting value-for-money studies across various sectors such as housing services and social care provision.

In addition to these studies, it also provided guidance on best practices for financial management within local authorities. This guidance helped improve transparency and accountability across all levels of government services.

Functions Of The Auditing Process

One of the key functions of any audit is to provide assurance over the accuracy of financial statements. The Audit Commission was responsible for auditing the financial statements of local authorities, NHS bodies, and other public sector organizations in England.

The commission's audits were conducted in accordance with International Standards on Auditing (ISA) and the Code of Audit Practice. These standards ensured that the audit process was consistent across all audited entities.

In addition to providing assurance over financial statements, the commission also conducted value-for-money studies. These studies aimed to identify areas where local authorities could improve their efficiency and effectiveness while delivering services.

The commission also provided guidance on best practices for financial management within local authorities. This guidance helped improve transparency and accountability across all levels of government services.

Impact Of The Audit Commission

The Audit Commission's impact can be seen in several areas:

1) Improved Financial Management: The commission's guidance on best practices for financial management helped local authorities improve their transparency and accountability. This led to better decision-making processes that resulted in more efficient use of resources.

2) Increased Public Trust: By conducting audits and value-for-money studies, the commission increased public trust in government services' ability to deliver quality services while being accountable for their finances.

3) Cost Savings: Through its value-for-money studies, the commission identified areas where cost savings could be made without compromising service delivery quality. This led to significant savings across various sectors such as social care provision and housing services.

Conclusion

In conclusion, despite its closure in 2015, the legacy of the Audit Commission lives on through its contributions to improving public sector accountability and transparency. Its impact can be seen through improved financial management practices within local authorities, increased public trust in government services' ability to deliver quality services while being accountable for their finances, and cost savings across various sectors such as social care provision and housing services.

While it may no longer exist as an independent corporation today, its contributions have paved the way for a more transparent and accountable public sector landscape that benefits all citizens.
