The Wolseley site has had a long history of involvement with the community, including having been a workhouse site and more recently a school. Following extensive public consultation in early 1994, it was recommended that a redevelopment of the Wolseley site should include retail, office/light industrial units and a community resource centre. The site was therefore purchased from Devon City Council, for management by the Wolseley Community Economic Development Trust (WCEDT Ltd).
