Privacy by Design is a concept that addresses the ever-growing and systemic effects of ICT and of large–scale networked data systems. It is based on 7 foundational principles: proactive not reactive, privacy as the default setting, privacy embedded into design, full functionality, end-to-end security, visibility and transparency, and respect for user privacy. Privacy by Design was developed by the former information and privacy commissioner of Ontario, Dr. Ann Cavoukian, in the 1990’s. Its operations are based in Toronto, Ontario.
