Whenever my employer or I looked to hire staff they knew it was going to be difficult process. Companies know that the right candidate needs to have the skills for the job and also fit the team. When it comes to team fit there's little better than meeting a candidate and getting the feel for his or her personality. For skills they tend to delegate to technical staff, who conduct a first phase interview over the phone. Often times, even when more than ten candidates have been interviewed, the right one still hasn't been found. Valuable time is wasted that could be used on other projects. Hiring agencies also find technical screening challenging. Their recruiters are almost always non-technical. Agencies risk their reputation by recommending candidates who exaggerated on their CVs.
