COULEECO is a package of services offered by Couleecap Inc, an anti-poverty nonprofit organization serving four Wisconsin counties: La Crosse, Monroe, Vernon, and Crawford. Over the years they have helped hundreds of low-income entrepreneurs in their region. HOWEVER, while providing services to low-income entrepreneurs remains their primary focus, virtually all of their programs are open to the public with no deference given to their income.
