Architecturally, the building deserves 5 stars. It is an excellent combination of form and function and is relatively well maintained.
As a bureaucratic infrastructure, the institution is not the friendliest; I give him 3 points. A big plus is the "pyramid" service. On the other hand, access to information of public interest is difficult and the degree of transparency leaves much to be desired. It is not very easy to navigate the building and there is no definite plan of the building. However, the public information desk can guide you.
As a quality of interaction with officials, my experience needs me to give it a star. Although urban management plans are contemporary, human resources are still blocked somewhere in the 1990s. "No" is still the preferred answer, the result orientation is completely lacking, and the ethics of the civil service cannot be found.
