Cheapest way to get to Ellis and Statue of Liberty...

Cheapest way to get to Ellis and Statue of Liberty. Long lines for ferry, but with them leaving (at least) every 20 minutes it wasn't too bad. Would pay the $18 bucks to go back the next time I visit NYC.
