I like to support USPS but with respect to package...

I like to support USPS but with respect to packages delivery they are not consistent. They say a delivery attempt was made but leave a delivery attempt notice in the mailbox when the recipient is at home during their alleged 'delivery attempt'. In other words if you live in an apartment building they just leave the notice in the mail box without attempting to deliver to the apartment. This has happened quite a few times to me. Most govt documents or international shipment choose USPS. Once I took the day off from work, just to receive the package and kept checking.They did the same thing and I chased them round the property to get my package because it was time-sensitive. Today, they said they attempted delivery at 6.40 am when I was at home. They typically deliver to apartment clubhouse if it does not fit in the mailbox, and they know very well that clubhouse does not open before 9 am, so why this farce, just to leave an audit trail that an attempt (half hearted in my opinion) was made to deliver?
