Been sailing out of FCM since 1981. Sailed out of Navy MWR Marinas in Philippines; Sasebo & Yokosuka, JPN, Monterey and Pearl Harbor. FCM is the largest (by far) has the most facilities and the best rental fleet. With the recent (temporary) closing of the ASW Base Marina, it's the only MWR Marina in San Diego Bay. I would give it 4.5 stars since I've never seen a rental fleet that keeps up on maintenance the way I would want them to but FCM is the best I've seen of the Navy MWR Marinas.
