research is only as good as the questions it asks....

research is only as good as the questions it asks. Or as good as the intentions of the questioner. Without the desire to improve the service that is being researched and simply wanting to finish to job to get paid is a pointless exercise. Without qualitative research and the context of the answers provided being written into the response, then as the questions often cannot be answered due to irrelevance of the question as needing other unavailable information to inform the answer then the research will always be as limited as those two factors. Unless the questioner listens and responds and reports the answers given, then this is wasting everyone's time and money, but especially where criminal negligence by a water company is concerned, the research must be much better than this. No use asking about other organisation's standards when your own is so poor...
