My husband applied for the benefits since shutdown...

My husband applied for the benefits since shutdown, March 13, 2020 (COVID-19) and he has not received a payment since then. I have fax letters to Wethersfield, no need to call since the automated system is outdated and no live help. Seriously! When is he going to be paid? I keep on checking for the email response but each day is the same - no news. March, April, May to date no payment as yet!! Dealing with this situation is like fighting a lion with a straw!! What does these codes mean "V" and "85"?
