Cannot get a response from police. Homeless peopl...

Cannot get a response from police. Homeless people are running the city. The police use every excuse they can to refuse to respond to emergencies. I had a shoplifter stab me, and it took 2 hours for a response....The homeless people come and park in front of businesses and ruin them.
