As an "assembly" or "assembly" I have no opinion, but I liked the building a lot, especially since there aren't many old beautiful buildings left in Belgrade. What I found on the web was that it was built between 1907. and 1936, with interruption during the First World War. It is the work of architect Jovan Ilkic, who won the competition for its realization. He linked his son Paul to the project, which he completed on his own after the death of his father in 1917. The building has an academic style reminiscent of the great times of the Italian Renaissance. The main entrance features two bronze statues called "playful black horses" created by sculptor Toma Rosandic. However, I did not find what they personified. No matter what, the building is beautiful and worth seeing.
