System is too time consuming to solve trivial issues. Actually the Brazilian government should fragment this ministry, dividing in several departments and promoting new competitions to employ more judges and judges. This was the only way to end this absurd delay, in addition to the request for a view of proceedings that further delayed the progress of the work, which should not, if desired, take 18 months.
