No security personnel was at first gate we tried to enter. At 2nd gate there was a line of cars and we were informed phone lines were not working so they did not receive the call that we were expected to arrive. Upon leaving gate failed to open and we had to go back to main gate again. It's the second time we encountered difficulty visiting a resident.
