I am not a resident of the United States but I am ...

I am not a resident of the United States but I am currently employed by a company in Japan and I have been living in Japan for couple of months. I went to school in the U.S and also did some volunteer work there, both times required two different visas. At the end of my stay for those programs, I returned home and did not violate any of the visa regulations. Since Japan is my new home from the past six months, I decided to go in to the Embassy and apply for a Visitor's Visa. I figured it would be nice to get a visa since it's more cheaper to go from Tokyo to the U.S rather than going from my country of birth. The consular visa officer told me at my interview that I need to established myself here in Japan before I could get a visa. I personally think it's a dumb suggestion, I don't think that establishing myself here in Japan has nothing to do with getting a visitor's visa to the U.S. and Plus, I'm here in Japan to work and I live here now. Long story short, I didn't get a visa and I am not satisfied with the consular's answer. Hopefully this will help anyone that will end up in the same situation. Keep that mind!!
