I had to go here to get a notarized copy of my wife's Japan passport. While I did notice the massive line for visas, the US Citizens' Services window was fast and uber-efficient, with polite, friendly and professional staff. Read the website, as there is a lot of security and regulations about what you can and cannot bring with, but as long as you follow those rules, you'll have no trouble in a similar situation. Some people reviewing said they had trouble with the police outside, but, while they did stop me, I just said "embassy" and pointed, and they waved me through. The guy nearest the actual door asked to see my appointment sheet, is all. Same as anywhere in Japan, their English is not a strong suit, but, that is not surprising.
