Why would you charge the public for parking?! Your mission is to educate & motivate the public to read and learn. So you should make yourself as accessible as possible, not charge for parking and basically tell people they have 30 minutes to get out of the library or pay up. It's reprehensible! Once again Austin lives up to its reputation as a greedy town. Shame.
