We walked from our downtown hotel about 6 PM one e...

We walked from our downtown hotel about 6 PM one evening to see the capitol. The 2 porticos on the sides of the adjacent greenspace were filled with homeless people. The rest of the space was deserted except for a police car parked in the middle of the park. It did not feel welcoming.
