I think that Helcom - baltic marine environment protection commission is doing a decent job in protecting our marine environment. They have implemented various measures and initiatives to ensure the sustainability of the Baltic Sea. However, there is still room for improvement in terms of monitoring and enforcement. Overall, I would rate them as average.
