MOST of the individuals working within Torbay council, including most. Councillors, would not be employable within the commercial world. They would not cope, which is why they opt for lower wages and deliver 3rd grade effort. They hide behind the 'council' and exist in their own bubble of under-performance. The area is run by individuals who deliver for their own 'group' interests ensuring that their monetary payments are always enshrined to secure their interests and that of their 'friends'.
There is corruption evident, the town is swiftly becoming a sewer for the undesirables, those in power protect themselves and others. Torbay Council has been labelled as POOR and worse for a long time.
