I have been a customer of the City of Richmond, Virginia - Dept. of Public Utilities - Water Resources Division for several years now, and I must say that their services are quite average. The water quality is decent, and I haven't faced any major issues with their billing system. However, there is room for improvement in terms of customer service. Sometimes, it can be difficult to get in touch with their representatives and have your concerns addressed. Overall, I would rate their services as average.
