Way overpriced services and unwilling to work on the prices. They counted proper nouns, addresses, sentences that were already in English, essentially anything with words in it towards the translation count. Those excesses added roughly $150-200 onto an exorbitant translation cost. When I asked about translating it myself and having it certified, a 30mn job came out to $200. Save yourself the time and go online. I found a translation service that charges the same as what they charge for "editing". The kicker is that I used to teach, and translate for them. I was not certified, so they would have me translate documents and then they would stamp it without doing any work and pocket most of the profit.

Response to owner - you wasted my time for 4 days during the estimate process and I could barely get a hold of anyone. Customer service should apply even when it's not a public review.
