Norwegian Block Exchange is an average company. They provide the basic services that you would expect from a cryptocurrency exchange. The user interface of their website is clean and easy to navigate. However, I have found their customer support to be lacking. When I had an issue with a transaction, it took them quite a while to respond and resolve the problem. Overall, I would say that Norwegian Block Exchange is just average.
