Wouldn't prosecute a rabid 711 clerk for assault with video evidence. After video evidence was submitted refused to answer calls and became unavailable. Basic protectionist eyewashing bs. Yep not crime enough is the excuse. Pretty much along the lines of "our" people can do no wrong.
