They change parking decks that offer free parking during snow storms every time there is a snow storm. They do not post the free location on their website, only their Twitter account, and do not always send text messages to those who subscribe to them. They are purposely moving the free parking during snow storms in the pandemic to get money from the public because they have lost money this year. They will say that the location depends on availability but this is very clearly not the case considering most employers downtown have canceled their employee's parking permits and the garages are now completely empty.
