Always packed during finals week (which is to be expected). The music room upstairs is very nice for those of us who can concentrate better during a test when there is soft background noise. The testing website and BYU iPhone/Android app have feed from a camera so you can check the line conditions before heading over to take a test. To avoid largest crowds, don't try to take a test on the last day that it is offered.
