MTA has been on the decline for years, but I guess...

MTA has been on the decline for years, but I guess with COVID-19 they ve hit a new low. During the pandemic they garnished over 70% of my tax refund for tickets I got when I was in high school and around 16-17.... it s 2021. I m now going on 23....why not take the money BEFORE the pandemic. When people were employed and strapped less for cash. But to take my refund during a pandemic for a ticket I received as a minor. My mind is blown. I haven t even gotten on the train in over a year
