You'll need to have a library card to access the main reading room to work out of but it's well worth it to work in the oldest library in the country. I think you need to be a DC resident to get your library card or at least a local, and yes, they require you to bring proof of residency. After 5 pm, you can still access the library until 9:30 pm on Mondays, Wednesdays and Thursdays with a library card at their back entrance on Second Street SE (Thomas Jefferson building)
