I recently hired Spears Excavating And Pipeline,Inc., Delinquent April 1, 2009 for a project and I must say their work was average. The quality of their work was not outstanding but it was not terrible either. They completed the job on time and within budget, which I appreciate. Overall, I would rate their services as average.
