It's a decent testing center. Very beautiful building. Avoiding the long lines is intuitive enough to do. Just plan ahead to take your midterm or final in the mornings and/or on the first days the test is available. The late fee is good incentive to help encourage students to do this, so it makes sense to me. The last University I attended also had insanely long lines during the busy season, so I don't think it's fair to negatively rate a specific testing center for something that's par for the course elsewhere in my opinion.
