When "Judo" was decided on the official event at the Tokyo Olympics in 1961, the construction of "The world's proud judo great hall" was led by the lower house member, Masataro Matsukuri. There were several plans for the location, but finally decided on "Kitanomaru".
Held safely as a judo venue for the Olympic Games in 1964 (Showa 39).

It was originally named "the sacred place of Japanese martial arts", but since 1966 (Showa 41), the "Beatles" concert in Japan, the face of the artist's longing place "the sacred place of music" has also appeared. It is also used for sports and martial arts other than martial arts, as well as school entrance and graduation ceremonies, company entrance ceremonies, and various event venues.

The exterior design is an octagon inspired by the dream hall of Nara Horyu-ji Temple, and the ridge of the roof mimics Mt. Fuji.
