The leadership of the Academy itself and of its structural divisions lives on a broad scale, and ordinary employees on the contrary. Sovkost in everything - first of all in mentality and selection of cadres - the more stupid and obedient, the more chances to "get integrated into the system" and be sometimes encouraged. The more initiative and skilled - the faster and more problems you will make yourself. My advice for everyone (both students and job seekers) is to avoid it. If, of course, you do not need to spend five years wasting your time, getting a "crust" about VO instead. Or, if you are looking for a job, then without the opportunity and the desire to realize yourself in other areas, to sit out until retirement is the very thing.
There are, of course, exceptions there, but there are very few of them.

Among the exceptions, including the Press Service, responded promptly to my comment (at one time it was headed by Matkovsky, who was more than professional and carefully approached, including the selection of his staff). But in their answer is written a typical "mantra" about anything :)
The Soviet bureaucracy, the savage personnel policy and the dense management system both in the Academy as a whole and in most of the Institutes and other units are directly connected with the quality and qualification of the staff, both teachers and administrative and managerial staff. Gray and incompetence is ubiquitous.
