Beautiful old jetty with a train option but not a ...

Beautiful old jetty with a train option but not a great experience this time.

Paid $4 each to walk to the end, but when we got there it was gated and locked off. When we made our way back, the previously closed entryway was open. Business hours confusing and well hidden.

Why pay when A) we couldn't actually see the end and B) the entry was going to be opened for free access?
