I was in the shop a week ago to get my airgun tank...

I was in the shop a week ago to get my airgun tank filled (4500psi). The young guy who was going to fill it told me he could get it to 4200 psi but he had to recharge his tank bank. I had to leave it for 1 1/2 hours and came back. When I got home my tank was charged to 3000 psi and was charged $8 for a fill.
So what is it, incompetence or dishonesty?
