Student with poor economic background fined Rs 30,...

Student with poor economic background fined Rs 30,000 for not being able to pay their semester fee of Rs 75,000. He was also pressurised to pay the fine ASAP if he wanted to appear in the exams.
How fair is that? Can't you support a student and give them the payment in installment option?
