A 3.5 star hotel at best. We switched rooms 3 time...

A 3.5 star hotel at best. We switched rooms 3 times (first one was directly over the bus depot and the TV in the second room was completely scrambled on all channels and was unwatchable) and ended up in the main building first floor after deciding to cancel our stay and leave for the plaza hotel around the corner. The manager gave us an upgrade in an effort to make us stay so we did. The coffee cups left in the room for us to use were previously used and not completely washed. The tea kettle had water in it from the prior guests and appeared to have stains. There was no one at the hotel entrance to help us bring our bags up the stairs. Seems like it was a 4 star hotel a few years back but has since dropped the ball a bit. It is however a beautiful historic property right next to the Victoria station which is convenient for flying out of Heathrow.
