The "staff" are, "Well meaning but damaged individuals". There are some tyrannical individuals on Boulders Homeless Shelter's payroll, who have low training and no protocol. Brandy, Chad and Ben use a whimsical system of vengeful consciquinces doled out at random upon individuals in a gangstalking like manner. Their free wheeling, cruel trial-less methods routeenly put people, "weak and vounerable", out in the elements (ice, wind and night) without logical guidelines. Rules are unbenounced to the clientele or long-term residents who have been part of the programs.
I'm just "worried" the standards are being applied in-consistantly. The negligent infliction of "emotional distress" unsettles even the most patient of Boulder's firts-class citizentry.
