Came home to water shut off after being gone for t...

Came home to water shut off after being gone for two weeks. apparently my bill was $100 over due. no phone call, no warning, no water. Plants are all dead, and the smug 16 year old they had answer the phone(after a 45 minute long wait and getting hung up on twice,)informed me that I am being charged a $11 late fee and a $55 reconnect fee as well, before he to hung up on me. Worst utility EVER!
