the best rating does not take. The view from Mori Tower is beautiful but not something to be missed.
While it is free to go to the terrace, charge an entrance fee to see an exhibition that is changing .. and not worth it.
I recommend seeing it from the outside, walk around and saved those yen to do something more interesting.
